The application 23/01490/FUL has now been refused, on 21 June 2023. In explaining the refusal, the Case Officer wrote:
“The proposal would be in a conspicuous location, particularly when approaching the site from the north. The stark and utilitarian appearance of the mast and associated apparatus would create a visually discordant addition to the vicinity, which is characterised by mature landscaping, including a considerable number of mature trees that are situated on the northern boundary of the Astley Ainslie Hospital.”
[….]
“The proposal would have an adverse effect on the character and appearance of the conservation area by virtue of its utilitarian design, which would be in contrast to the mature, soft landscaped nature of the surrounding streetscape. There are no material considerations that outweigh this conclusion.”
The applicants can appeal against this decision to the Scottish Government’s Department for Planning and Environment Appeals (DPEA). Any appeal must be lodged by 20 September 2023.
There is a separate thread on this forum concerning another application for a 5G phone mast, on the corner of Grange Loan with Blackford Avenue.
