In March 2021, an application was submitted for Change of Use at 10 Chalmers Crescent EH9 1TS. The application was to return this listed villa to a single dwelling house. It is the former NHS Community Child Health building.
The property is a B listed villa in the Grange Conservation Area on the east side of Chalmers Crescent, between Palmerston Road and Beaufort Road, backing onto Lover’s Loan and Mansionhouse Road beyond. Detailed drawings of the property are available from the Council’s planning portal at 21/00834/FUL. These include, on the ‘Documents’ tab, the Property Particulars from the sale of the property, with an embedded video showing details of the interior and exterior.
The new owner engaged with the Grange Association to explain the plans for the property, for which we are grateful. On the forum on our old website, he set out the proposals and this is a transcript of that thread.
The applications for planning permission and Listed Building Consent (LBC) and their status are:
21/00834/FUL Change of Use – Granted 30 Mar 2021
21/05663/LBC LBC to alter extension, roof and windows – Granted 24 Dec 2021

22/00806/LBC LBC for double glazing, ground source heat pump and solar panels – Granted 20 Apr 2022
22/01127/FUL Alterations to outbuilding. New gates, pier and lights – Granted 14 Jun 2022
22/01129/LBC LBC for new gates, pier and lights – Granted 17 Jun 2022
22/03157/FUL Roof terrace and external stair to rear extension – Refused 3 Nov 2022
22/03156/LBC LBC for roof terrace and stair – Refused 3 Nov 2022
23/00003/REVREF Appeal of refusal of 22/03157/FUL – Scheduled for 08 Mar 2023
An appeal is underway to the Council’s Local Review Body (LRB) challenging the refusal of planning permission for the roof terrace at the rear.
The period in which an appeal could be requested for the refusal of 22/03156/LBC expired on 2 Feb 2023 and so no appeal is now admissible for LBC. The work could therefore not proceed even if the appeal to the LRB for planning permission were successful.
18 March 2023 at 10:33 #13249Grange PlanningKeymasterThe Local Review Body (LRB) considered the appeal against refusal of planning permission at its meeting on 8 March 2023. It upheld the decision to refuse permission. You can watch the proceedings of the LRB on this webcast. The discussion of 10 Chalmers Crescent begins at about 0h 58mins.
19 December 2023 at 16:53 #16154Grange PlanningKeymasterThere are further applications for a variation to planning permission and the associated Listed Building Consent (LBC) at 10 Chalmers Crescent for:
