Edinburgh Council has announced that it will be undertaking a review of the Community Councils’ boundaries and the scheme which governs their activities. It intends to start the statutory consultation period on 2 October 2023.
Ahead of that consultation, the Council will give interested parties the opportunity to make initial contributions and suggestions regarding the existing Community Council scheme and boundaries. It will also allow feedback and recommendations for any proposed changes that you believe would be beneficial, to both the operation of Community Councils and for the local communities.
A few topics that you may wish to consider providing feedback on include:
- Existing Community Council boundaries;
- Virtual and hybrid Community Council meetings;
- Governance guidance for Community Councils;
- Engagement and activity support for Community Councils.
The topics above are not an exhaustive list and the Council would welcome any comments or feedback that you have, on any other topics related to the operation of Community Councils in Edinburgh.

The Council’s website also shows the Community Council Maps where you can see the boundaries of all the Community Councils in Edinburgh. For the Grange, this map shows the boundaries in red for the three Community Councils that cover our area:
Detailed below are three dates which provide opportunities for you to provide your feedback in person or virtually. These are drop in sessions and you can choose when and for how long you wish to attend.
- Monday 7 August 2023 17.00-19.30 Waverley Court, 4 East Market Street, EH8 8BG, Ground Floor, Room 15 – In person
- Tuesday 15 August 2023 13.00-16.00 Waverley Court, 4 East Market Street, EH8 8BG, Ground Floor, Room 15 – In person
- Thursday 17 August 2023 17.00-19.30 Virtual meeting held via Microsoft Teams
If you would like to attend the virtual meeting, please email community.councils@edinburgh.gov.uk no later than 14.00 on 17 August 2023 to confirm your attendance and the Council will subsequently email you the link to join the session.
If you cannot attend any of the above sessions then you can still also provide your feedback in writing and by no later than 17 August 2023. You can provide written feedback either:

21 October 2023 at 12:15 #15641Grange PlanningKeymasterFollowing the Council meeting on 28 September 2023, at which it agreed to the proposals for a statutory review of the Scheme for Community Councils and their Boundaries, the statutory consultation has been formally notified, with this Public Notice.
The Consultation Plan and Timeline
The timetable below is indicative and subject to change depending on a requirement for a second statutory period of consultation. The outline consultation plan and timeline was also presented and approved at the Special Council meeting on 28 September 2023.
June 2023 – September 2023
Preliminary consultation period (Complete)
28 September 2023
Subject to Council approval, public notice of the Statutory Consultation Process will be issued. (Complete). This consultation phase will be for eight weeks.
8 February 2024
Subject to Council approval, public notice of the draft Scheme and proposed boundary changes will be issued. This consultation phase will be for eight weeks.
26 April 2024
Report to Council to approve the finalised Scheme and boundary changes following the consultation.
9 May 2024
Subject to Council approval, a final 4 week consultation period before Council will determine approval of the new Scheme and boundaries.
May/June 2024
Final scheme to be implemented for CC elections and CC term.
