I use the Council “report it” service to feedback on blocked sivers etc – it’s very effective.
A few days ago, I reported a large amount of white paint being spilt at the junction of St Albans Road and South Lauder Road. It was starting to get spread around everywhere.
I used the “Fly tipping” option. Within 48 hours it had been very well cleared up, including the paint footprints on the pavement – burnt off I reckon!!
